About the Foundation of European Carnival Cities (FECC)

The FECC was founded in 1980 and has been registered in the Court of Luxembourg. The FECC is open for the following categories :
a. Public bodies (municipalities, national art commissions etc.)
b. Professional N.G.O.’s
c. Amateur organizations
The structure is as followed :
- International General Assembly
- Presidium/ Board of Directors ( formed by national chairmen or representatives)
- International Executive Board (term of administration is 3 years)
- Audit Committee
- Senators (advisers) formed by former board members and prominent persons

The objectives are :

- exchange of knowledge concerning financing, fundraising and structures
- consulting organizations
- teaching and consulting construction of allegories floats
- motivation techniques for volunteers
- promoting carnival towards European institutions as cultural heritage
- organizing an annual convention
- collecting information concerning various carnival traditions
- exchange-programs for clubs/bands , especially youth

The E.U. commissioner for Education and Culture has accepted the FECC patronage.

Annually the FECC does confer four worldwide Awards of great prestige and acclaim (decoration with certificate) .

The following countries have FECC-member cities and organizing committees:
Albania, Argentina, Aruba, Austria, Barbados, Belgium, Brazil, Bosnia-Herzigovina, Bulgaria, Croatia, Cuba, Cyprus, Denmark, Dominican republic, Finland, France,
Germany, Greece, Italy, Lithuania, Luxemburg, Macedonia, Malta, Netherlands, Neth.Antilles, Poland, Portugal, Romania, Russian Federation, Saint Lucia, Slovenia, Sweden, Switzerland, Trinidad & Tobago, USA, Uruguay and Venezuela.

Description of our logo = from a little flower into a star, and finally into a smiling star. A smiling star does symbolize : happiness, peace, success, to assume the airs of a film star or Carnival Royalty.

History of the FECC

THE BEGINNING…
Federation of European Carnival Cities
October 1980

On the occasion of the 700th anniversary of Amsterdam (The Nederlands), Carnival Princes from all over the world met each other in the Amsterdam RAI congress centre in November 1975. The Amsterdam Carnival Association at that time, which was called “Amstelpieren & Brokkerijders” and governed by Mr. Henk van der Kroon organised this big event. Carnival Associations from several countries participated in this. The guests of honour included Her Royal Highness Princess Magriet as well as diplomats and dignitaries from for instance Brazil, Greece, Germany and Belgium. This unique event is the starting point of the lasting contacts and exchanges between associations and cities.

In 1980, international carnival associations met again in Patras (Greece). It is generally accepted that the FECC (Foundation of European Carnival) came into existence during this meeting. At the 5th reunion in Kos-Patmos (Greece), which took place in 1985, a membership was introduced and it was decided to drawn up rules. The first countries that became a member of the Foundation were Belgium, Luxembourg, England and Malta. Articles of association were formulated and the creation of FECC was drawn up to be a notaries deed in the Grand Duchy of Luxembourg. Directly after the 7th reunion in Malta, which took place in 1987, the Belgian members decided to found their own section FECC-Belgium became reality. FECC-Germany founded their own section in 1988.

FECC has been active for 25 years now and has extended to the American continent and the Caribbean Isles during that period. Towns from at least 50 countries have now become a member. The approach between East and West did not only enable FECC to grow, but also to improve our knowledge of celebrating and experiencing Carnival. A way of celebrating carnival which was up till then almost unknown to us, has become accessible. The Foundation is governed by the “International Board” which is elected every 3 years on the occasion of the Yearly international Convention. The members of a particular country, including towns, associations and persons, can form a national section of FECC.
